Can anybody suggest some good builds for mesmers that primarily stop monks but also could hinder a powerful spellcaster such as an ele?

Back to the Original Poster's comments, I would really recommend the Sticky at the top. It has build submissions that people have been using for both PVE and PVP. They have some VERY good ideas there and I am sure you will find something you like. Also feel free to look at my thread of course as well.

it probably makes me a jerk, but this made me laugh a little.

But I suppose its not so much finding out that a Mesmer can do it, so much as organizing a skill bar in order to do it well.
